After a series of unsuccessful battles with Spider-Man, Norman Osborn, Dr. Octopus, Electro and the Sandman have been incarcerated together in a prison-wing of the S.H.I.E.L.D. Triskelion. Charged with illegally tampering with their genetic structure, Nick Fury claims that they're there at his pleasure, de-powered and with no hope of release.
